Cloudflare outage caused by state actor?

On November 18, massive internet service outages were reported by Cloudflare affecting a wide variety of popular services, including X, ChatGPT, and others. You can read more about that here: https://www.independent.co.uk/tech/cloudflare-down-twitter-not-working-outage-b2867367.html This market will resolve to “Yes” if it is discovered that the mentioned November 18, 2025 outages were caused by a hack, and that that hack was perpetrated by a state actor, by November 21, 2025, 11:59 PM ET. Otherwise this market will resolve to “No”. "A hack" encompasses intentional, malicious activity which caused the outage. A "state actor" is defined as an entity whose actions are legally or politically attributable to a sovereign state. The primary resolution source for this market will be official statements from relevant companies and governments, however a consensus of credible reporting may also be used.
