Will Kamala Harris say "not going back" during Friday speech?

Kamala Harris is scheduled to give a speech Friday, August 16 in North Carolina. This market will resolve to "Yes" if Kamala Harris says "not going back" during her speech currently scheduled for August 16. Otherwise, the market will resolve to "No". If Kamala Harris does not give a speech by August 23, 2024, 11:59 PM ET this market will resolve to "No". Any usage of the phrase regardless of context will count toward the resolution of this market. Pluralization/possessive of the phrase will count toward the resolution of this market, however other forms will NOT count. The resolution source will be the video of the speech.
